Get Utilization (Deprecated)

The call is used to retrieve the utilization of RIs/SPs for a specific date.

AWS RI: ec2, rds, elasticache, redshift, os (OpenSearch)
AWS SP: EC2InstanceSavingsPlans, ComputeSavingsPlans
Azure: The parameter is not required
