IP Unattached and IP Idle
This recommendation identifies IPs that are active, but are no longer attached to any instance. Or that are attached but idle for a period.

Identify public IPs that are currently active but have remained idle for the configured Days to Check Idle period. This is determined by scanning IPs with costs under the usage type PublicIPv4:IdleAddress, which indicates a billed but unused IPv4 address allocated to your account.

Additionally, verify whether the IP address has been unattached from any instance for the configured Days to Check Unattached period.

The association status is evaluated daily — the information is either updated or reset each day. Only the current state is stored in Umbrella, along with its corresponding date stamp; historical association data is not retained.

The recommendation details include two indicators: is idle, for resources identified as idle, and is unattached, for resources that are not attached.
To see the defenition of the resource in the system, you need to check the columns Is Idle and Is Unattched.

Since we cannot access AWS using APIs we rely on the invoice only, Hence the recommendation has different behaviour:
- Only Idle is supported for GovCloud, as we have no access to the API in order to determine of the its unattached state.
- Upon detection of cost where Usage Type = IdleAddress we trigger a recommendation.
- The Public IP will not be included in the recommendation details, as it is generally retrieved by the API and doesn't exist in the invoice.
