A database is considered idle if the maximum number of active connections is less than or equal to 1.
This is checked over the specified period (default 14 days).
Used metrics:

• Active connections: Number of active connections.
• Storage limit: Maximum storage limit (presentation).
• Storage used: Current storage usage (presentation).
